MINUTES
DECEMBER 12, 2011
The regular meeting of the Funkstown Mayor and Council was held on Monday, December 12, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Robert Rodgers, Jr., Rich Gaver, John Phillips, III, Richard Nigh, and Kim Ramer.
Also in attendance were Buck Fisher, Debbie Fisher, Patrick Moore, Jeff Williams, Morris Roberts, Barry Warrenfeltz, and Brenda Haynes, Clerk-Treasurer.
A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.
Minutes
Motion was made by Councilman Rich Gaver, seconded by Councilman Richard Nigh to approve the minutes with the following correction: page two – under Councilman Rich Gaver – change raffle to auction. Unanimously approved.
Buck Fisher – Woodmen of the World
Woodmen of the World have graciously donated a thirty foot flag pole to be placed in front of Town Hall.
Mr. Buck Fisher, President of Woodmen of the World, presented the Mayor and Council with a plaque to be placed in front of the flag pole.
Mayor Paul Crampton accepted the plaque on behalf of the Council, and thanked him for the flag pole. The Mayor and Council are honored to receive the flag pole and plaque from Woodmen of the World.
Jeff Williams – Funkstown American Legion Baseball Field/Fencing
Mr. Williams is representing the Funkstown American Legion baseball team. The two bids for fencing for the major league field have been more detailed, and are as follows:
Long Fence – did not provide a bid
Tristate – $6,761 – will include a gate
Horst Fencing – $11,686
Mayor Paul Crampton would like the clerk-treasurer to research and see if funds could be available to split the cost.
Misc
Councilman John Phillips, III stated that he would like to see Jeff Smith, Maintenance Supervisor, be able to take the Town vehicle home since he is always on call.
Councilman Kim Ramer stated that the vehicle insurance should be checked first to make sure the liability would be covered.
Motion was made by Councilman Richard Nigh, seconded by Councilman John Phillips, III to allow Jeff Smith to take the vehicle home using it to get to and from work. Unanimously approved.
The 1997 Chevrolet 2500 Series (3 /4 ton) Town vehicle was advertised accepting sealed bids until 2:00 p.m., Monday, December 12, 2011 in the clerk’s office, Town Hall.
Nine bids were received, and the highest bid was John Pennington in the amount of $3,350.
Motion was made by Councilman Kim Ramer, seconded by Councilman Rich Gaver to accept the bid for $3,350. Unanimously approved.
Councilman John Phillips, III thanked the Olde Tyme Christmas Committee for an excellent job they did with the event

Councilman Kim Ramer stated that the Olde Tyme Christmas event was very nice.
Councilman Rich Gaver handed out a brochure for Scout Troup 23 – Funkstown. This troop will be forming, and a meeting will be held this Wednesday in the upstairs of Town Hall at 6:30 p.m.
Assistant Mayor Sharon Chirgott thanked the Olde Tyme Christmas Committee for an excellent job with the event.

NOVEMBER 14, 2011
The regular meeting of the Funkstown Mayor and Council was held on Monday, November 14, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr., Robert Rodgers, Jr., Kim Ramer, Rich Gaver, Richard Nigh, and John Phillips, III.
Also in attendance were Paul Miller, Humane Society of Washington County; Patrick Moore, Matt Smith, and Brenda Haynes, Clerk-Treasurer.
A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.
Minutes
Motion was made by Councilman John Phillips, III; seconded by Councilman Richard Nigh to approve the minutes. Unanimously approved.
Paul Miller – Humane Society of Washington County
Mr. Miller provided the Mayor and Council with literature on dog parks. There was a lengthy discussion on whether a dog park would work in Funkstown. Several council members were in favor, providing that strict provisions be put in place.
MML Dinner
The next scheduled MML dinner will be held on Monday, November 28, 2011, and will be hosted by the Town of Clear Spring. The meeting will be held at the Clear Spring American Legion located at 12335 Big Spring Road.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of steamed shrimp, prime rib, scalloped potatoes, green beans, garden salad, rolls and butter, dessert, ice tea and coffee. The cost for this meal will be $24.00 per person.
This is the MML Annual Legislative Night. Please plan to attend this meeting to discuss priority issues for the 2012 General Session. The 50/50 drawing will also be held to support the Chapter’s Scholarship Program.
Misc
Mayor Crampton stated that after two different sets of bids for the purchase of a new Town truck, the best offer was Hagerstown Ford. The Town will purchase a new truck at Hagerstown Ford using the funds from the budget. The existing truck is in need of mechanical repair and new tires.
Motion was made by Councilman John Phillips, III, seconded by Councilman Rich Gaver to purchase a new truck from Hagerstown Ford. The funds will be allocated over a three year period. Unanimously approved.
The existing 1997 Chevrolet 2500 Series (3 /4 ton), with a Myers Snow Plow Kit will be advertised, and sold to the highest bidder.
The vehicle has over 100,000 miles, and will be sold “AS IS”.
The Town will be accepting sealed bids, and will be accepted until 2:00 p.m., Monday, December 12, 2011 in the clerk’s office, Town Hall.
Motion was made by Councilman Rich Gaver, seconded by Councilman John Phillips, III to advertise the 1997 truck by sealed bids. Unanimously approved.
Matt Smith, Patrick Moore – Funkstown American Legion
The Funkstown American Legion baseball team presented two bids for fencing for the major league field.
The Mayor and Council in attendance were in agreement with splitting the cost 50/50 for the purchase of a new fence.

Motion was made by Councilman Richard Nigh, seconded by Councilman Rich Gaver to pay the bills. Unanimously approved.
Councilman Rich Gaver stated that the cub scouts will decorate the park for the Olde Tyme Christmas event. Mr. Cochran will start the raffle at 8:30 p.m.
A meeting will be held next Wednesday evening for the event.
Mayor Crampton stated that the out front of Town Hall looks very nice. The front of the building has been painted, and now there is landscaping.

McGladrey & Pullen, LLP – Audit Report
Mr. Rodney Saunders presented the audit to the Mayor and Council. McGladrey & Pullen, LLP presented the Town with a “clean, unqualified opinion.”
Mr. Saunders highlighted parts of the financial report. They are as follows:
GASB Statement Number 54 had an effect this year. The word “unrestricted” has been changed to “undersigned”.

The Halloween Parade is scheduled for Thursday, October 27, 2011 at 6:00 p.m. Following the parade, the Funkstown American Legion will be hosting a costume contest for the elementary children in Funkstown.
Trick or Treat is scheduled for Friday, October 28, 2011 from 6:00 – 8:00 p.m.
Councilman John Phillips, III apologized for missing the meeting last month.
Councilman Kim Ramer stated that he had some vandalism at his property. The town clerk will email Captain Lazich with the Washington County Sheriff’s Department.

The regular meeting of the Funkstown Mayor and Council was held on Monday, September 12, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr; Assistant Mayor Sharon Chirgott, Robert Rodgers, Jr., Rich Gaver, Richard Nigh, Kim Ramer, and John Phillips, III (he had to leave on an emergency call).

MML Dinner
The next MML Dinner will be held on Monday, September 26, 2011, and will be hosted by the Town of Keedysville. The meeting will be held at the McClellan Gun Club located at 5241 Red Hill Road.
The social hour will begin at 6:00p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of grilled steak, baked potato, green beans and dessert. The cost for this meal will be $22.00.
Misc
County Commissioner Jeff Cline thanked the Council and Councilman Rich Giver for meeting at the permit office.
A New York artifact will be placed at the park at 7:00 p.m. on September 11, 2001.
County Commissioner Jeff Cline stated that the 2012 March for Babies will be held on September 24, 2001. The event will be held at Always Ron’s parking lot from 10:30 a.m. to 2:00 p.m.
The menu will consist of half of a barbecue chicken, baked beans, cole slaw, rolls and butter.
The cost per person will be $8.00.
Mr. Barry Warrenfeltz requested that five feet on each side of the church parking lot be painted red, and blue in front of the church.
Mayor Crampton stated it is on the list to be done.
Councilman Rich Gaver stated that the flu cap is in need of repair located on the upper level of Town Hall.
Councilman Rich Gaver stated that the Christmas Ornament this year will be John Williams’s store.

Public Information Meeting on Recycling Options in Washington County
An email was sent informing the Mayor and Council that the Washington County Government Division of Environmental Division of Environmental Management will hold a public information meeting on recycling options in Washington County.
The meeting will be held on Tuesday, August 23, 2011 at 7:00 p.m. in North Hagerstown High School’s Auditorium located at 1200 Pennsylvania Avenue.

Mr. Barry Warrenfeltz informed the Mayor and Council that St. Paul’s Lutheran Church will be hosting a spaghetti dinner at the Funkstown American Legion on Sunday, September 11, 2011. The dinner will begin at 5:30 p.m., and the program will begin at 7:00 p.m. The cost per ticket is $6.00 per person. Anyone interested in attending, please contact Ms. Charlotte Miller by Monday, September 5th.
Councilman Rich Gaver informed the Mayor and Council that there has been a problem with theft on High Street.
Councilman Rich Gaver requested that the Cub Scouts and the Girl Scouts use the upstairs of Town Hall while St. Paul’s Lutheran Church is being remodeled. They are currently meeting at the church.
Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to approve the use of the upstairs, providing the meetings do not interfere with Town meetings. Unanimously approved.
Councilman Rich Gaver stated that the Old Tyme Christmas meeting will be held at his house on August 31, 2011 at 6:30 p.m.
Assistant Mayor Sharon Chirgott thanked the Mayor and Council for cleaning the streets. They look very nice.

Funkstown Fire Company – 11th Annual Duck Race
The Funkstown Fire Company will be hosting their eleventh annual Antietam Creek Duck Race on Saturday, August 27, 2011. The ducks will enter the water at approximately 2:00 p.m. and the finish line for the race will be directly behind the fire station.
Motion was made by Councilman Kim Ramer, seconded by Councilman John Phillips, III to donate $100 for the duck race. Unanimously approved.
Resolution – Waste Collection
Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Robert Rodgers, Jr. to adopt the Waste Collection Resolution authorizing the Mayor to execute the Agreement on behalf of the Town and any other documents necessary to effectuate the purposes of the Agreement. The effective date of the Agreement and Trash Removal Bid shall be from July 1, 2011 to June 30, 2012. Unanimously approved.
MML Dinner
A count was taken for the next MML Dinner to be hosted by the Town of Williamsport. The meeting will be held on Monday, July 25, 2011, and will be held in the Springfield Barn next to Byron Memorial Park in Williamsport.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of crabs, roast pig, corn-on-the-cob, baked beans, cole slaw, relish and cheese trays. The cost for the meal will be $35.00 per person.
Misc
Ms. Bree Black has been in communication with Councilman Rich Gaver regarding a dog park in Funkstown at the park.
The park can offer dogs off leash play areas while enjoying a park like setting, such as fencing, water, and grass areas.
A dog park may provide an opportunity for dog guardians to socialize with other people and their dogs in a separate location.
Strict rules would be imposed at the dog park, such as dogs must have a current dog license and current on all vaccinations.
A lengthy discussion was held regarding this issue.
Further discussion will be at a later date. Ms. Black will be contacted when the item is back on the agenda.
Mr. Tom Mease is a resident in Funkstown, and lives on the corner of Antietam Street and Green Street.
He stated that vehicles are not stopping at the intersections, and are running the stop signs. The Mayor and Council will contact the Sheriff’s Department to request additional patrol in that area.
Mr. Barry Warrenfeltz stated that the Washington County Coalition of Churches thanked the Mayor and Council for the use of the park for the tent revival. They are looking forward to coming back.
Councilman John Phillips, III gave an update on the Re-enactment/A Day In The Park. Mr. Phillips suggested honoring the fire company for their support.
Motion was made by Councilman John Phillips, III, seconded by Councilman Rich Gaver to honor the Funkstown Fire Company at the event. Unanimously approved.
Councilman Rich Gaver stated that there will be seventeen vendors for A Day In The Park. A blacksmith will be in attendance this year. The girl scouts will be helping his year.
Assistant Mayor Sharon Chirgott thanked the Mayor and Council for the opportunity to attend the MML Conference this year.

The regular meeting of the Funkstown Mayor and Council was held on Monday, June 13, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Rich Gaver, Robert Rodgers, Jr., Richard Nigh and Kim Ramer.
Also in attendance were Ron Geiger, Apple Valley Waste; Chris Rachel, Apple Valley Waste; Bob Clark, Key Sanitation; Barry Warrenfeltz, Gail Mongan, Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

Budget Resolution
Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Robert Rodgers, Jr. to adopt the Budget Ordinance Resolution. Unanimously approved
Waste Collection Bids
The Town requested sealed bids for a trash collection contract. Sealed bids were accepted until 4:00 p.m., Wednesday, June 8, 2011 at Town Hall.
All bids must be submitted in strict compliance with ALL the conditions given in the Trash Collection Bid Requirements/Specifications Packet in order to be considered.
Bids must comply to qualify. If they do not qualify, they will be subject to automatic rejection.
The following is a list of bidders and bid amounts:
- Waste Management $ 67,513.00
- Key Sanitation, Inc. 57,415.84
- Apple Valley Waste 54,661.44
- Allied Waste Services 65,568.00
After careful review of the bids to verify all required specifications/conditions were met, the Mayor and Council made a decision.
Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Robert Rodgers, Jr. to accept Apple Valley Waste of Maryland, Inc. in the amount of $54,661.44 for the period commencing July 1, 2011 up to and including June 30, 2012 at which time the contract will automatically terminate. Unanimously approved.

Misc
Councilman Kim Ramer suggested having longer hours on Saturday for the Town Clean Up Program.
Councilman Kim Ramer stated that he attended the memorial service for the Hartman family.

MAY 24, 2011
A special meeting of the Funkstown Mayor and Council was held on May 24, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr., Robert Rodgers, Jr., Rich Gaver, Richard Nigh, and Kim Ramer.
Also in attendance were Robert Kuczynski, Town Attorney; Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.
The meeting was called to order as a public hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed water rate increase, and adoption of the General Fund Budget and Enterprise Fund Budget. The public hearing is scheduled pursuant to the provisions of the Annotated Code of Maryland and the Charter of The Town of Funkstown, to consider whether or not to revise the water rates, and adopt the budgets.
The Mayor and Council will make a determination at a special meeting to be held following the public hearing.
Mr. Kuczynski stated that all notices have been properly advertised.
The clerk-treasurer stated for the record that no citizens were in attendance for public comments or questions.
Motion was made by Councilman Richard Nigh, seconded by Councilman Rich Gaver to close the public hearing. Unanimously approved.
Mayor Paul Crampton, Jr. called the meeting to order as a special meeting of the Mayor and Council.
Water Rate Increase
Motion was made by Councilman Kim Ramer, seconded by Councilman Rich Gaver to increase the water rates 6.5% due to Hagerstown raising their rates 6.5%. Unanimously approved.
Budget
Motion was made by Councilman Kim Ramer, seconded by Councilman Robert Rodgers, Jr. to adopt both the General Fund Budget and the Enterprise Fund Budget in total. Unanimously approved.

The regular meeting of the Funkstown Mayor and Council was held on Monday, May 9, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
In attendance were Mayor Paul Crampton, Jr., Assistant Mayor Sharon Chirgott, Rich Gaver, Richard Nigh, and Kim Ramer.
Also in attendance were Barry Warrenfeltz, Gail Mongan, Paul Miller, Jim Whipp, Josh Whipp, Dave McMillion, Herald Mail; Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.
A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.
Minutes
Motion was made by Assistant Mayor Sharon Chirgott, seconded by Councilman Richard Nigh to approve the minutes. Unanimously approved.
Animal Control Ordinance
Mr. Paul Miller is the Director of the Washington County SPCA. He explained to the Mayor and Council the changes to the revised Washington County Animal Control Ordinance.
A list of the major revisions was given to the Mayor and Council for review.
Preliminary Budget
A preliminary budget was given to the Mayor and Council for review.
A workshop meeting has been scheduled for May 16, 2011 at 7:00 p.m.
A public hearing has been scheduled for May 24, 2011 at 7:00 p.m.
MML Dinner
A count was taken for the next MML Dinner to be hosted by the Town of Smithsburg. The meeting will be held at the Smithsburg Fire Hall located at 22 North Main Street.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of turkey, baked country ham, scalloped potatoes, creamed lettuce, green beans, corn, rolls, and dessert. The cost for this meal will be $20.00.
Misc
Councilman John Phillips stated that the plans for the re-enactment are coming along good. Food will be sold by the Funkstown Fire Company, Funkstown Lions Club, and the St. Paul’s Lutheran Church. They will be located in pavilion three.
The band will perform this year in pavilion four.
Carl will be helping with registration this year. He will get copies from the office.
The Wagon Train will be in the park on May 21, 2011.
Mr. Jim Whipp stated that his son, Josh Whipp is in attendance to earn a merit badge with the Boy Scouts.
Mr. Barry Warrenfeltz stated that the church project will begin on July 30, 2011.

The regular meeting of the Funkstown Mayor and Council was held on Monday, April 11, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

Minutes

Town Clean Up
The town cleanup is scheduled for Friday, May 6, 2011 from 8:00 a.m. to 3:00 p.m., and Saturday, May 7, 2011 from 8:00 a.m. to 12:00 noon. Dumpsters will be located at the Funkstown Community Park. Proof of identification will be required.
Constant Yield Tax Rate
Section 6-308 of the Tax-Property Article, Annotated Code of Maryland, requires the Department of Assessments and Taxation to certify to all taxing authorities a Constant Yield Tax Rate that will produce the same revenue in the coming taxable year that was produced in the prior taxable year. This does not prevent the reduction of the tax rate.
Mayor Paul Crampton instructed the council to take the paperwork home for review.
Animal Control Ordinance
The Board of County Commissioners adopted a revised Animal Control Ordinance on October 19, 2010.
The Mayor and Council utilizes the County’s Animal Control Ordinance as well as the enforcement mechanisms, therefore in order to continue along this line, it will be necessary to adopt the current revised version and designate the enforcement through the Humane Society of Washington County.
Assistant Mayor Sharon Chirgott stated that the Ordinance is a large document, and would like clarification of the changes.
Misc
Ms. Josette Gustavus, owner of Jokers Bar & Grill will be submitting a formal request to the Mayor and Council to construct a private patio to the rear for patrons to go outside and smoke.
Ms. Peggy Shank lives at 201 South Westside Ave. She is in attendance to dispute a high water bill. Her brother worked for the Town of Smithsburg for many years, and has a theory that the water meter is freezing and thawing. This quarter bill had a usage of 30,530 gallons. A normal usage for Ms. Shank is 7,000 gallons.
The Mayor and Council will give Ms. Shank a sewer credit on the bill.
Mr. Barry Warrenfeltz thanked the Mayor and Council on behalf of St. Paul’s Lutheran Church for assisting them in working with the permit office to request a reduction on the permit fee for the Tent Troupe. The permit office has waived all fees.
Mayor Paul Crampton, Jr. stated that a letter was received from the Maryland Department of Agriculture stating that the mosquito control service provided to local governments has been discontinued due to budget reductions.

Barry Warrenfeltz – Washington County Coalition of Lutheran Churches
Mr. Warrenfeltz stated that the Washington County Coalition of Lutheran Churches would like to request the use of the Funkstown Park on June 28, 2011 for a “Tent Troupe.”
Tent Troupe is the only traveling summer tent theater in North America. They not only perform for hundreds of people, but they also erect and strike nearly two tons of tent, pack and unpack four truck loads of equipment, prepare their meals and participate in family meetings and daily devotions. Each day will have two shows, a matinee for children and a full length evening presentation.
An insurance policy for $1,000,000.00 liability naming Funkstown will be provided.
Motion was made by Councilman Rich Gaver, Assistant Mayor Sharon Chirgott to allow the Washington County Coalition of Lutheran Churches to rent the park and pavilion on June 28, 2011. All necessary permits will be their responsibility to obtain. Unanimously approved.
Greg Sullivan
Mr. Greg Sullivan requested the Mayor and Council to consider turning off the fire alarm siren in the bell tower above Town Hall. The siren does not have to be there by law.
The Mayor and Council have the power to turn off the siren.
A lengthy discussion was held regarding the need for the siren, and the decimal level.
Mayor Paul Crampton stated the Mayor and Council would not be able to make a decision at this meeting, but will meet with the fire company officials for further discussion.
Mayor Paul Crampton will get back with Mr. Sullivan in a month or so.
Sharpsburg Memorial Day Parade
The 144th Memorial Day Parade will be held on Saturday, May 28, 2011 at 1:30 p.m. Parade participants should plan to lineup in the Sharpsburg Elementary parking lot by 1:00 p.m.
MML Dinner
A count was taken for the next MML Dinner to be held on Monday, March 28, 2011. The dinner will be hosted by the Town of Hancock, and will be held at the Park-n-Dine Restaurant located at 189 East Main Street.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of a Buffet Style Dinner with a Salad Bar and Assorted Breads, Maryland Crab Cakes, Deep Fried Scallops, Prime Rib, Roast Turkey, Roast Pork, Macaroni & Cheese, Homemade Mashed Potatoes, Corn with Lima Beans, Green Beans, Butter Beans, and Dessert Bar. The cost for this meal will be $28.00 per person.
Hagerstown Area Church Softball League
The Hagerstown Area Church Softball League and The Hagerstown Fairground Softball Association are partnering to hold a baseball camp. This camp will feature Baltimore Orioles players and local coaches. Proceeds will be used exclusively to pay for softball field lights at Fairgrounds Park and to Little League Baseball in the Hagerstown MD area.
The camp will be held for three days in Hagerstown MD on June 27th, 28th, and 29th at Halfway Park.
Assistant Mayor Sharon Chirgott stated not to give a contribution has not been given in the past, and will not be started this year.
County Commissioner Meeting with Mayor and Council – April 5, 2011
The County Commissioners will hold a joint meeting with the Mayor and Council on April 5, 2011 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.
Misc
Councilman John Phillips, III stated the next meeting for the Re-enactment/A Day In the Park will be held on April 6th at 6:30 p.m. at the park.
Councilman Rich Gaver asked the Mayor and Council when the signs will be installed at NextGen Hobby Shop.
Councilman Rich Gaver asked the Mayor if the rail on Edgewood Drive will be repaired. Mayor Crampton stated that the rail will be repaired when the grate is repaired.
Councilman Rich Gaver stated that he was invited to the Cub Scout Pack 23 banquet.
Mr. Luke Barnette thanked the Mayor and Council for obtaining the tree permit for him.

Councilman John Phillips, III stated that a meeting has been scheduled to start the plans for the Re-enactment/A Day in the Park at 6:30 p.m. on Wednesday, February 16th at the Funkstown Fire Company. The 97th Regimental Band will perform again this year. Mr. Cosgrove will be in charge of the fireworks display.
Assistant Mayor Sharon Chirgott stated that the MML Magazine has a picture and article of Mayor Crampton being inducted in the Mayor Hall of Fame.
Buck Fraley, Fire Chief with the Funkstown Fire Company explained to the Mayor and Council that the fire alarm located in the bell tower at Town Hall may have to go back on twenty-four hours, instead of from 7:00 a.m. to 7:00 p.m.
The old system will soon be shut down, and will be replaced with the new system. Currently, there are still a lot of unresolved problems with the new system.
Mayor Paul Crampton, Jr. stated that the Town will do anything to provide for the safety of the residents, but his priority is to find out why the new system is not running properly.
Mayor Crampton will talk to County Administrator, Greg Murray.
Buck Fraley requested a sign be placed on Westside Avenue across from the fire company reserving a space for fire company drivers.
Mayor Crampton asked Buck Fraley to let the Mayor and Council know the wording on the sign.

Motion was made by Councilman Rich Gaver, seconded by Assistant Mayor Sharon Chirgott to approve the minutes with the following correction: under Misc, delete 3,000 people in the park that evening, and add 3,000 people at the event that evening. Unanimously approved.
MML Dinner
A count was taken for the next MML Dinner to be hosted by the Town of Sharpsburg on Monday, January 24, 2011. The meeting will be held at Shepherd’s Spring Ministry Center located at 16869 Taylor’s Landing Road.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m. The menu for the evening will consist of Cheese Tray, Roasted Beef with Roasted Potatoes, Green Beans, Roll and Butter, Salad Bar and Brownies for dessert. The cost for this meal will be $23.00 per person.
Gail Mongan – St. Paul’s Lutheran Church
During the design stages of the building renovation project, it was discovered that the current “maps/drawings” provided by the town and others showing the Funkstown sewer line crossing the church property has no definitive location. The existing manhole covers do not align with the drawings.
One method of verifying the exact location of the line is to place a camera into the line and trace it above ground. Plats and plans could be corrected for future design considerations.
The initial placement of the camera in the sewer line has been quoted at less than $500.00, either in contracting independently or reimbursement to the church.
Assistant Mayor Paul Crampton, Jr. stated that the previous maintenance supervisor agreed to locate the sewer line and manhole covers. He also gives permission for the contractor to open manhole covers.
Misc
Mr. Gail Mongan stated that the Funkstown Lions Club will be hosting a Steamed Shrimp dinner on February 5, 2011 at 6:00 p.m. at the Funkstown Fire Company. No one under 21 will be admitted. The cost for the dinner will be $17.00 per person.
Mr. Luther Barnette suggested that the Mayor and Council put information regarding park pavilion rentals on the website.
Councilman John Phillips, III stated that he will set up a meeting in the next few weeks to start working on the re-enactment for this year. He is expecting 300-400 re-enactors this year.
Mr. Cosgrove agreed to put on the fireworks display this year.
The fire wood that was stored at the park has been removed, and is being stored at Danny Iseminger’s house.
Councilman Rich Gaver stated that the Olde Tyme Christmas came ahead this year with a profit.
A workshop meeting has been scheduled for January 25, 2011 at 6:00 p.m.
