DECEMBER 14, 2009

The regular meeting of the Funkstown Mayor and Council was held on Monday, December 14, 2009 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Robert Kline, Assistant Mayor Paul Crampton, Jr., Sharon Chirgott, Jerry Walker, Richard Nigh, Kim Ramer, and John Phillips, III.

Also in attendance were Gail Mongan, Bobby Rodgers, Lee Feiser, Bill Osborne, Rich Gaver, Julie Green, Herald Mail; Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Councilperson Sharon Chirgott, seconded by Councilman Richard Nigh to approve the minutes.  Unanimously approved.

Bid Opening – Redesign of One Way Entrances

Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilperson Sharon Chirgott to table the project until a decision is made where funding will come from.  Unanimously approved.

Rich Gaver – Olde Tyme Christmas

Mr. Gaver stated that the Olde Tyme Christmas celebration was a huge success. The following update was presented:

  • There were roughly 2,500 in attendance
  • There were twenty-three raffle baskets.  Each basket was valued around $50.
  • The scheduled bon fire was down graded to a control burn.  The park was decorated very nice.

Mr. Gaver is very concerned about help for next year, and has informed the Mayor and Council that he has not made a final decision on chairing the event next year.

Bill Osborne

Mr. Osborne presented the Mayor and Council with an update regarding the plaque at the monument site.

The plaque will need to be one foot larger due to additional names.  The cut off date for collecting names will be November 30, 2009.  The total amount needed is $850.  To date $600 has been collected.

There are seventeen Vietnam names, and twelve Korean War Veteran names collected so far.

Christmas Luncheon

The annual Christmas Luncheon will be held on Thursday, December 24th at 11:00 a.m. at Town Hall.

Misc

Mr. Lee Feiser owns the Copper Kettle Trailer Court in Funkstown.  He stated that when the waste collection company empties the trash cans, they are thrown everywhere.  Mr. Feiser stated this has been an ongoing problem for quite awhile.

The Mayor and Council will address this problem with the waste collection company.

Councilman Kim Ramer stated that there are two storm drains in town that are in serious need of repair.  Assistant Mayor Paul Crampton, Jr. stated that the new grates have been ordered, and should be repaired in Janaury.

Councilman Kim Ramer stated that there was a Delegation meeting on Saturday, December 12th.  Mr. Ramer went to the meeting to listen about future budget cuts and additional furlough days on the state level.

Assistant Mayor Paul Crampton, Jr. stated that the basketball court area has been graded.  The remaining work is on hold until March due to the weather.

Councilman John Phillips, III thanked Rich Gaver and Bobby Rodgers for an excellent job with the Olde Tyme Christmas.

Councilman John Phillips, III would like permission to put a deposit on the fireworks display for A Day In The Park/Re-enactment event.

Motion was made by Councilman John Phillips, III, seconded by Assistant Mayor Paul Crampton, Jr., to allocate $500 from the Hotel Motel funding for the fireworks display.  Unanimously approved.

MINUTES

NOVEMBER 9, 2009

The regular meeting of the Funkstown Mayor and Council was held on Monday, November 9, 2009 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Robert Kline, Sharon Chirgott, Jerry Walker, Richard Nigh, Kim Ramer, and John Phillips, III.

Also in attendance were Barry Warrenfeltz, Gail Mongan, Rich Gaver, Ted Atkinson, Ginny Atkinson, Bill Osborne, Dawn Cassaro, Matthew Dobbs, Bob Rodgers,  Ann Platou, Julie Green, Herald Mail; Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Public Hearing – Water Rate Increase

The meeting was called to order as a public hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed Water Rate Increase.  The public hearing is scheduled pursuant to the provisions of the Annotated Code of Maryland and the Charter of the Town of Funkstown, to consider whether or not to revise the quarterly and monthly water rates, as they now exist.  The Mayor and Council will make a determination at a regular meeting to be held following the Public Hearing.

The Town of Funkstown purchases water from the City of Hagerstown.

The Mayor and Council of the City of Hagerstown approved by a unanimous vote on September 22, 2009 to revise water rates.

The Town of Funkstown currently receives a 16% reduction in the water rate as a wholesale customer.  The City of Hagerstown approved a five year rate plan.  The restructuring of the fixed charges will allow the City of Hagerstown to capture twenty percent of the revenue requirements through these charges.  The change to the fixed charge will be blended, and the unit rate has been lowered across the board in the realignment of the rate structure.

The Town of Funkstown will see an increase of 3.6% for the remaining eight months of this fiscal year.  This increase will be effective on November 1, 2009.

Mr. & Mrs. Atkinson voiced their opposition to the proposed water rate increase.  They live outside of Funkstown, but pay out of town rates.  Their quarterly utility bill before the proposed increase averages $400.

Ms. Dawn Cassaro rents a trailer on Poplar Street, and opposes the rate increase.  She stated that her landlord currently overcharges her on water rates, and the proposed increase will make it very difficult for her to afford.

A lengthy discussion was held with those in attendance regarding the proposed water rate increase, and their opposition on how the increase will affect many residents, especially the elderly and those on fixed incomes.

After all comments were heard a motion was made by Councilman Kim Ramer, seconded by Councilperson Sharon Chirgott to close the public hearing.  Unanimously approved.

The public hearing was adjourned at 8:30 p.m.

Regular Meeting

The meeting was called to order as a regular meeting of the Mayor and Council.

Minutes

Motion was made by Councilperson Sharon Chirgott, seconded by Councilman Kim Ramer to approve the minutes.  Unanimously approved.

Water Rate Increase

Motion was made by Councilman Kim Ramer, seconded by Councilperson Sharon Chirgott to increase the water rates 3.6% for the remaining fiscal year.  Unanimously approved.

The water rate increase will be effective December 1, 2009.

MML Dinner

A count was taken for the next MML Dinner to be held on Monday, November 23, 2009, hosted by the Town of Clear Spring.  The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of Steamed Shrimp, Prime Rib, Scalloped Potatoes, Green Beans, Garden Salad, Rolls and Butter, and Dessert.  The cost for this meal will be $24.00 per person.

Rich Gaver – Olde Tyme Christmas

Mr. Gaver stated that the picture on the ornament will feature Hebb Motors, the former Nash Dealership.

The schedule for the evening will be as follows:

6:00 p.m. – Kindergarten class will sing at St. Paul’s Church

6:00 p.m. – Bonfire at the park

6:00 p.m. – Bill & Joyce Weaver will perform

6:30 p.m. – Piano recital

6:30 p.m. – E. Russell Hicks band will perform

7:00 p.m. – Santa comes to Town Hall

7:30 p.m. – Bill & Joyce Weaver will perform

8:30 p.m. – The winners of the ornament and decorating contest and raffles will be announced

The event will be extended to the park this year.

The wagon rides will go to the park.  There will be popcorn and hot chocolate served.

Mr. Gaver will like permission to have the Yule Log Bonfire at the park.  The bonfire will be located near pavilion two.

Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to approve a bonfire at the park as long as Bobby Rodgers is in charge of operation of the bonfire with the assistance from the fire department for backup.  Unanimously approved.

Mr. Gaver submitted the following request for additional funding from the Hotel Motel Allocation:

Motion was made by Councilman John Phillips, III, seconded by Councilman Richard Nigh to approve the additional request without the $1,400 banner amount.  Unanimously approved.

With the wagon ride expense being paid for from the Hotel Motel Allocation, all wagon rides will be free this year.

The luminaries will be made on November 18th at 6:00 p.m. in the garage at 222 East Chestnut Street.  The luminaries will be delivered on November 28th starting at 8:00 a.m.

Bill Osborne

Mr. Osborne presented the Mayor and Council with an update regarding the plaque at the monument site.

To date, Mr. Osborne has an additional twenty veterans, and three additional names that are being investigated.

Mr. Osborne is still waiting approval of the stone that has been chosen.

Motion was made by Councilman John Phillips, III, seconded by Councilman Richard Nigh to approve the stone to display the names of those veterans that were left off the original plaque.  Unanimously approved.

Motion was made by Councilperson Sharon Chirgott, seconded by Councilman John Phillips, III to pay the bills.  Unanimously approved.

Misc

A lengthy discussion was held regarding the block of Poplar Street that is one way out to Edgewood Drive.  Ms. Ann Platou would like to know the status of redesigning the intersection to allow her to use her driveway.

The regular meeting of the Funkstown Mayor and Council was held on Monday, October 12, 2009 at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Robert Kline, Assistant Mayor Paul Crampton, Jr., Sharon Chirgott, Richard Nigh, and John Phillips, III.

Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to approve the minutes.  Unanimously approved.

Josh Russin

Mr. Josh Russin is a representative from the Governor’s office.  He provided the Mayor and Council an update on the budget cuts at the State level.
A lengthy discussion was held regarding the budget cuts, and how the local municipalities will be affected.
Maryland Green Registry information was distributed.
A Guide to Accessing State Resources and Contacts was distributed.

Rodney Saunders – McGladrey & Pullen LLP

Mr. Rodney Saunders presented the audit to the Mayor and Council.  McGladrey & Pullen, LLP presented the Town with a “clean, unqualified opinion.”
Mr. Saunders highlighted parts of the financial report.  They are as follows:
Pages 2-8 – Management Discussion and Analysis For The Fiscal Year Ending June 30, 2009
This section of the Mayor and Council Funkstown’s (Town) annual financial report presents its discussion and analysis of the Town’s financial performance during the fiscal year ending June 30, 2009.
Page 16 – Statement of Revenues, Expenditures, and Changes in Fund Balance – Budget and Actual – General Fund Year Ended June 30, 2009
This page shows budgeted amounts.  The Town does not have budget amendments, and looking at the variance with the amended budget positive or negative, shows that the budgeted amounts are very close this year.
Pages 32-33 – Schedule of Expenditures – Budget and Actual General Fund Year Ended June 30, 2009 (With comparative totals for 2008)
These pages mirror the budget.
Mr. Saunders expressed the importance to the Mayor and Council when preparing the budget for next year to remember the state budget cuts.  Property assessments will fall, and the Town will need to raise the tax rate.

Resolution – Debt Management Policy

Article 95, Section 22F(d) of the Annotated Code of Maryland, entitled Local Government Investment Guidelines, mandates that each local government (municipality) adopt a Local Investment Policy and Debt Management Policy.
Motion was made by Councilman John Phillips, III; seconded by Councilperson Sharon Chirgott to adopt the Resolution of the Mayor and Council of the Town of Funkstown, Maryland Adopting a Debt Management Policy.  Unanimously approved.

Bid Opening – Basketball Court

Motion was made by Councilperson Sharon Chirgott, seconded by Councilman Richard Nigh to accept the following bid from Henson & Son, Inc.: Basketball Bid $41,738.00, and the Handicapped Walkway System Removal/Replacement $4,100.00.  Unanimously approved.  The New Handicapped Walkway System will not be accepted.

Town Clerk Brenda Haynes explained that the Town has a Program Open Space grant for design work for two multipurpose fields, and additional parking for those fields.  Also, design and construction of a storm water management pond for the remainder of the park land.
The design work for the two multipurpose fields is complete.  However, since funding has been cut for future projects, the storm water management pond is not necessary at this time.  The town clerk would like to request from MD Department of Natural Resources to revert the storm water management pond funds to request a total rehab of the tennis courts.
Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to request the storm water management pond funds to be transferred to rehab the tennis courts.  Unanimously approved.

Councilman John Phillips, III would like to request an advertising budget of $100 for the Civil War Newspaper to advertise the re-enactment for next year.
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilperson Sharon Chirgott to allocate $100 to the re-enactment for advertising in the Civil War Newspaper.  Unanimously approved.

Assistant Mayor Paul Crampton, Jr. stated that the Olde Tyme Christmas committee would like to place four Christmas lights on the light poles on Baltimore Street.  Each light will cost $700.  The lights include a Snowman, Christmas tree, Santa Claus, and a Candy Cane.
The committee would like to place Christmas banners on the remaining poles.
The Mayor and Council like the idea of the lights because they are larger, bright, and will be visible.
Motion was made by Councilman Richard Nigh, seconded by Councilperson Sharon Chirgott to purchase four Christmas lights in the amount of $700 each.  Unanimously approved.  This funding will come from the Hotel/Motel funds.

The Halloween Parade will be held on Thursday, October 29, 2009 at 6:00 p.m.  Following the parade, a Halloween Costume Contest will take place at the Funkstown American Legion.
Trick or Treat is scheduled for Friday, October 30, 2009 from 6:00-8:00 p.m.  Funkstown residents who wish to participate are asked to turn on their porch lights.

Public Hearing – Sewer/Garbage Rate Increase

The meeting was called to order as a public hearing by the Mayor and Council for the sole purpose of receiving comments in reference to a proposed Sewer/Garbage Rate Increase.  The public hearing is scheduled pursuant t o the provisions of the Annotated Code of Maryland and the Charter of The Town of Funkstown, to consider whether or not to revise the quarterly and monthly sewer rates, and the quarterly garbage collection fees, as they now exist.  The Mayor and Council will make a determination at a regular meeting to be held following the Public Hearing.
There were no public comments or questions.

The public hearing adjourned at 7:15 p.m.

The meeting was called to order as a regular meeting of the Mayor and Council.

Minutes

Motion was made by Councilman Jerry Walker, seconded by Councilman Richard Nigh to approve the minutes.  Unanimously approved.

Sewer/Garbage Rate Increase

The proposed sewer rate increase is as follows:
In-Town
0-6,000 gallons  $68.40 fixed charge
>6,000 gallons  $68.40 fixed charge and $9.61 per 1,000 gallons

Out-of-Town
0-6,000 gallons $91.39 fixed charge
>6,000 gallons  $91.39 fixed charge and $12.87 per 1,000 gallons

The proposed garbage collection fees shall be $36.000 per quarter per unit.

Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to approve the proposed sewer/garbage rate increases as presented.  Unanimously approved.l

Jerry Keplinger – Funkstown Fire Company

A letter was presented to the Mayor and Council by Lt. Jerry Keplinger.  The Funkstown Fire Company will be celebrating Fire Prevention Week on October 10, 2009, from 11:00 a.m. to 5:00 p.m.  There will be an open house and public safety day.  The fire company is requesting permission to close South Westside Avenue at Baltimore Street and Maple Street (directly in front of the fire station) from 10:30 a.m. to 5:30 p.m.
An open invitation was extended to the Mayor and Council.
The Mayor and Council approved the open house and the road closure for the requested time.

MML Dinner

A count was taken for the next MML Dinner to be held on Monday, September 28, 2009, hosted by the Town of Keedysville.  The meeting will be held at the McClellan Gun Club located at 5241 Red Hill Road.
The social hour will begin at 6:00 p.m. followed by the evening meal at 6:45 p.m.  The menu for the evening will consist of Grilled Steak, Baked Potato, Green Beans, Dessert and plenty of cold beverages.  The cost for the meal will be $20.00 per person.

Curb Cut Request – Samuel and Dana Wright – Baltimore Street

Samuel and Dana Wright are the owners of the property located at 46 West Baltimore Street.  The Wrights wish to make application to construct an 8’ wide driveway off of West Baltimore Street to serve their residence.  The driveway width is being dictated by the distance between their existing home and the property line/fence and the 8’ width that requires a variance to be granted from the zoning ordinance as well.
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilman Richard Nigh to approve the curb cut request as presented.  Unanimously approved.

Bill Osborne

Mr. Osborne spoke to the Mayor and Council last month regarding the plaque at the monument site.  A lot of names have been left off the plaque.  Mr. Osborne had several articles put in the newspaper for those veterans whose names were omitted from the plaque to contact him.
A lengthy discussion was held regarding the proposed plaque that will have those veterans’ names that were omitted.
Mr. Osborne will attend the meeting next month with an update.

Misc

Mr. Gail Mongan stated the Funkstown Lions Club will be hosting a Basket Bingo on September 20, 2009, starting at 1:00 p.m.  The bingo will be held at the Funkstown Fire Company.

Councilman John Phillips, III discussed the re-enactment for next year, and the plans that are underway.

Councilman Kim Ramer discussed Baltimore Street looking rough, and parking issues on
Baltimore Street.

AUGUST 10, 2009

The regular meeting of the Funkstown Mayor and Council was held on Monday, August 10, 2009, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Robert Kline, Assistant Mayor Paul Crampton, Jr., Jerry Walker, Richard Nigh, and Kim Ramer.

Also in attendance were Rich Gaver, Marlo Barnhart, Herald Mail; Bill Osborne, Gail Mongan, Tony Taylor, Samuel Wright, Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

Minutes
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilman Richard Nigh to approve the minutes.  Unanimously approved.

Community Rescue Service – Donation
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilman Richard Nigh to give a donation of $250.00.  Unanimously approved.

Antietam Creek Water Trail Kickoff Meeting
The Mayor and Council are invited to the Antietam Creek Water Trail Kickoff Meeting on August 19th from 1:00 to 3:00 p.m.  The meeting will be held at the Department of Water Quality Conference Room, 16232 Elliott Parkway.

The purpose of the meeting is to present the concept of the Antietam Creek Water Trail, explain how to build on the existing usage of the Antietam Creek, identify planning partners, and lay out a process to move forward.  A key part of the meeting will be a presentation by the Maryland DNR’s Boating Service, Facilities and Access Planning Division, and explain how DNR can work with partners to provide planning and technical assistance and work towards development of the water trail.

Trick or Treat Date
The Halloween parade will be held on Thursday, October 29, 2009 at 6:00 p.m. The parade line up will start on Chestnut Street, directly behind Town Hall.
Trick or Treat will be held on Friday, October 30, 2009 from 6:00 to 8:00 p.m.

Curb Cut Request – Samuel and Dana Wright – Baltimore Street
Samuel and Dana Wright are the owners of the property located at 46 West Baltimore Street.  They are requesting a curb cut to construct an 8’ wide driveway off of West Baltimore Street to serve their residence.  This will provide a safe place to provide off street parking.
The driveway width is being dictated by the distance between their existing home and the property line/fence and the 8’ width requires a variance to be granted from the Town Zoning Ordinance as well.
The Mayor and Council will visit the site after the meeting to make a decision.

Hotel/Motel Tax Fund
The remaining funds left over for fiscal year 2008-2009 are $3,096.00.
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilman Richard Nigh to allocate $3,096.00 as follows: $200 for the bands that participate in the Halloween Parade, $1,448 for the Re-enactment/A Day in the Park, and $1,448 for Olde Tyme Christmas.  Unanimously approved.

Misc
Mr. Rich Gaver stated that the Olde Tyme Christmas Committee meeting will be held on Wednesday, August 19th at 6:30 p.m. in the upstairs of Town Hall.

Mr. Bill Osborne spoke to the Mayor and Council regarding the plaque at the monument site.  This plaque displays the names of veterans of the Korea, Vietnam, and World War II wars.
Mr. Osborne stated that many veterans have approached him because a lot of names have been left off the plaque.
Councilman Richard Nigh collected donations to have a new plaque made, which replaced a wooden display plaque.  No names were added or deleted to the new plaque.
A lengthy discussion was held regarding the omitted names, and how to correct the situation.
The Mayor and Council advised Mr. Osborne if he would like to raise the funds to have the plaque corrected, he would be welcome to do so.

The regular meeting of the Funkstown Mayor and Council was held on Monday, July 13, 2009, at 7:00 p.m. in the Mayor and Council Chambers at Town Hall.

In attendance were Mayor Robert Kline, Assistant Mayor Paul Crampton, Jr., Sharon Chirgott, Jerry Walker, Richard Nigh, Kim Ramer, and John Phillips, III.

Also in attendance were Rich Gaver, Marlo Barnhart, Herald Mail; Robert Rodgers, Dave Johnston, Charles Snodderly, Ed Clopper, Denise Pridemore, Brenda Haynes, Clerk-Treasurer; and Kelli Roser, Town Secretary.

A moment of silence was held, followed by the Pledge of Allegiance by full assemblage.

Minutes

Motion was made by Councilman Richard Nigh, seconded by Councilman Jerry Walker to approve the minutes.  Unanimously approved.

Funkstown Duck Race Donation

The Funkstown Fire Company is planning their Ninth Annual Antietam Creek Duck Race on Saturday, August 29, 2009.  The ducks will enter the water at approximately 2:00 p.m. and the finish line for the race will be directly behind the fire station.  Ducks are $5.00 each.
Motion was made by Councilperson Sharon Chirgott, seconded by Councilman John Phillips, III to give a donation of $50.00 for the duck race.  Unanimously approved.

Resolution – Trash Removal Services

The Mayor and Council requested and advertised for bids for trash removal service within the corporate limits of the Town.
Blue Ridge Sales Inc., DBA Greenscape Trash & Lawn Service submitted a bid which was accepted on June 29, 2009.
Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to pass a Resolution Accepting Bid For Trash Removal Services.  Unanimously approved.

Misc

Mr. Snodderly stated that he was very impressed with the activities and the fireworks at the event. He thought there was a lack of participation of re-enactors.
Councilman John Phillips III stated that Ron Benedict dropped out at the last minute, but next year there are already 135 re-enactors committed to the event.

Mr. Rich Gaver stated that the Re-enactment/A Day In The Park event was very successful.  He enjoyed working with John Phillips, Jerry Walker, and the rest of the committee members.
Mr. Gaver has pictures of the event posted on the website.

Mr. Ed Clopper thanked the Mayor and Council for the Certificate of Appreciation and stated how honored he was to receive it.  Mr. Clopper served on the committee and stated that the event was very well organized and successful.

Mr. Dave Johnston served on the committee representing the fire company, and stated that the event was very well organized and he enjoyed working with the Town.

Mr. Bobby Rodgers served on the committee representing the fire company, and stated that the event was successful, and he was proud to be a part of it.
The fire company sold food at the event, and for the day they made a profit of $830.

Ms. Denise Pridemore has lived in Funkstown for two years.  She stated that she is proud to be a part of the Town, and the event was great and she enjoyed watching everything.

Chief Fraley stated that the event went very well, and the EMS took care of several re-enactors.  The fire company will provide the same safety measures next year.  Chief Fraley stated that it’s “about team work”.

Chief Fraley stated that the Washington County Health Department will not allow the fire company to burn the house on Lagoon Road, because of lead paint.

Councilman John Phillips, III stated that he was very pleased with the event, and thanked everyone for all their help and support.  The following is an update:
•    Councilman Phillips will thank the County Commissioners for the Hotel/Motel tax money.  It was not a cheap day, but a very nice day, and an excellent turnout.
•    Friday was a busy day because a lot of the re-enactors came early.
•    Friday evening the band arrived and started playing.  The band members were very appreciative of the motel that was provided for them.
•    The fire company helped with everything, and the re-enactors informed Councilman Phillips how impressed they were with the fire company providing safety measures for them.

The re-enactment will be held next year on July 17, 18, 2010.

Mayor Kline congratulated Councilman John Phillips, III and the rest of the committee for an excellent job with the event.

Councilman Kim Ramer stated that Councilman Phillips had a lot of hurdles to conquer, and he did an excellent job.  He apologized for not attending the event, as he had family priorities.

Councilman Richard Nigh stated that the event was a success, and thanked everyone for their hard work.

Councilman Jerry Walker served on the committee, and has the following update:
•    Councilman Walker thanked Kelli’s son and the other two boys for all their help.  They worked to earn their school hours that are needed for graduation.
•    There were a total of 14 craft vendors.  After the first rain, eight vendors left.  The vendors were very pleased with the turnout.
•    Councilman Walker thanked John Phillips, Rich Gaver and the rest of the committee.
•    The fire company was excellent to work with, and they provided outstanding service.
•    Fantasy World was great to work with.
•    The magician was great to work with.

Councilperson Sharon Chirgott stated that she was sorry she missed the event, but congratulated the committee members for an excellent job.

Assistant Mayor Paul Crampton, Jr. thanked the committee for an excellent job, and stated that he was proud to be a citizen of the Town.  It is nice to see the community come together.

Ms. Kelli Roser thanked the committee members for allowing her son, and the other boys to help with the event.  They were able to complete the hours needed for their school requirement.

An addendum was submitted by Blue Ridge Sales, Inc. DBA Greenscape changing Year 2 to say the following: “the only increase in cost per year for 2010 being any increase in landfill costs.”

Mr. Phelps, sales manager for Allied Waste Services, indicated that the addendum should not be accepted because it was submitted after the bids were due.

Assistant Mayor Paul Crampton, Jr. indicated that the Invitation To Bid only asked for a one year bid.
Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilman Richard Nigh to accept the lower bid submitted by Blue Ridge Sales, Inc. DBA Greenscape.  Unanimously approved.

Budget Adoption

General Fund
Revenues
The total revenue for the General Fund will be $364,094.  The garbage revenue shows a $6.00 increase per unit per quarter, with a total of $62,056.

Expenditures
The total expenditures for the General Fund will be $300,445.

Enterprise Fund
Revenues
The total revenue for the Enterprise Fund will be $432,279.  The sewer revenue shows a 5% sewer rate increase per quarter.

Expenditures
The total operating expenses for the Enterprise Fund will be $496,750.

The town clerk will start the process to advertise for a public hearing for the proposed garbage rate increase and sewer rate increase.

County Commissioner Meeting held in Funkstown

The annual joint meeting with the County Commissioners and the Mayor and Council will be held on Tuesday, November 3, 2009 at 7:00 p.m. in Funkstown.

Misc

The Funkstown Fire Company is requesting to use the town house on Lagoon Road for training for search and rescue and roof ventilation.
The Mayor and Council like the idea, but intend to clean up the area around the treatment plant; therefore, a time limit is necessary.
Motion was made by Councilman John Phillips, III, seconded by Assistant Mayor Paul Crampton, Jr., to allow the Funkstown Fire Company to use the town house on Lagoon Road for training for a period of one year from today.  Unanimously approved.

Mr. Rich Gaver discussed the Re-enactment/A Day in the Park plans he has been working on.  Mr. Gaver stated that fourteen street banners and a sign will cost under $2000.  Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilperson Sharon Chirgott to approve Mr. Gaver to purchase fourteen street banners and a sign for the Re-enactment/A Day in the Park.  Unanimously approved.

The next committee meeting will be held on June 10th at 6:00 p.m. in the park at pavilion number four.

Mr. Barry Warrenfeltz stated that St. Paul’s Lutheran Church is proud to announce Pastor Michael Louie as the new pastor.  Mr. Louie is 47 years old.  He will be at the church full time starting in July.

Councilman John Phillips, III stated that approximately 50 re-enactors are scheduled for the event.  If 100 t-shirts were bought for approximately $700, the town could sell them for $10.00 each.  Motion was made by Assistant Mayor Paul Crampton, Jr., seconded by Councilperson Sharon Chirgott to approve $700 to purchase t-shirts for the re-enactment.  The funds will come from the re-enactment and picnic expense accounts.  Unanimously approved.

Councilman Jerry Walker stated that Fantasy World will supply the following entertainment:  Wave of fire slide with attendant, spin art machine, attendant for carnival games, zoo combo with attendant, duck pond, face painter, airbrush tattoos, froggy fly fling, and a duck tank for approximately $3,300.  In addition, prizes from Oriental Trading will total $200.
Motion was made by Councilman Jerry Walker, seconded by Councilperson Sharon Chirgott to allocate $3,500 for the children’s activities for the re-enactment.  Unanimously approved.

The town clerk informed the Mayor and Council that the Funkstown American Legion will need help this year with the Halloween Party expenses.  The legion is experiencing difficulty, and is need of financial help from the Mayor and Council.
Motion was made by Councilperson Sharon Chirgott, seconded by Councilman Jerry Walker to allocate $375.00 from the Hotel Motel Tax for the Halloween Party expenses at the Funkstown American Legion.  Unanimously approved.

Councilperson Sharon Chirgott apologized in advance for not attending the Re-enactment/A Day in the Park activities.  She will be out of town.

2009 Washington County, Maryland Tax Set-Off

On an annual basis, the Washington County Commissioners provide tax rebates to municipalities for providing police protection, road maintenance, and park maintenance.  The rebate is based on the Municipality’s assessable base, net taxable income, and population in relation to the County’s.  In fiscal year 2009 the rebates will total $1,906,923 which is a 4.69% increase over the prior years rebate total.
The Mayor and Council received a booklet detailing the calculation of the tax rebate along with a check in the amount of $6,777.

Star Community Inc.- Silent Auction – Donated Items

Star Community, Inc. is a local non-profit organization that provides residential, day, and equine therapy services for individuals with developmental disabilities.  The 11th annual Barnyard Jamboree event on Saturday and Sunday, October 3 & 4, 2009.  This event offers a large variety of activities, food, and fun including a vast array of vendors, carnival rides, live entertainment, a petting farm, a silent auction, and much more.  The Washington County Antique Tractor Club will be co-sponsoring the event once again and will be on-site with exhibits and demonstrations.
Donated items are requested to be sold at the Silent Auction.  Appreciated items would include theme baskets, gift certificates, event tickets, arts and craft items, antiques and furniture in good condition.
Councilperson Sharon Chirgott stated that the event is very good, but if a contribution is given, then other events will seek contributions.
Motion was made by Councilperson Sharon Chirgott, seconded by Councilman John Phillips to not give a contribution.  Unanimously approved.

Boonsboro Memorial Day Parade

The Clopper-Michael Unit #10 of the Boonsboro American Legion will be sponsoring their twenty-third annual Memorial Day Parade and Ceremony on Sunday, May 24, 2009.
The parade will form at the Boonsboro School complex and end at Reeder’s Alley.  The Memorial Ceremony will be held in front of the Memorial located in front of Town Hall on N. Main Street in Boonsboro.
The Mayor and Council will not be able to attend this year.

MML Education Fund – Golf Tournament Donation

The Maryland Municipal League will be hosting a golf tournament at Ocean City’s Eagles Landing Golf Course.  All proceeds from the golf tournament go toward the MML Education Fund.
MML would like to offer the member municipalities an opportunity to show their support for the MML Education Fund.  For a mere $100, a municipality can sponsor a hole at Eagles Landing.  By sponsoring a hole, a sign will be placed on that hole recognizing the sponsorship as well as mention in the program.
Motion was made by Councilman John Phillips, III, seconded by Councilperson Sharon Chirgott to sponsor a hole at Eagles Landing for $100 to go toward the MML Education Fund.  Unanimously approved.

Misc

Mr. Rich Gaver presented an update on the plans for the re-enactment.  There have been 362 visits to the website.  Sixty-nine percent have been new visits, which averages to twelve visits a day.
The event is listed in the Washington County Tourism Calendar, and Mr. Gaver is trying to get the event on the State calendar.

The Mayor and Council were provided with a VIP list showing who has been honored at the Town picnic over the past twenty years.

Sharpsburg Parade

The Town of Sharpsburg will be hosting the 142nd Sharpsburg Memorial Day Parade on Saturday, May 23, 2009 at 1:30 p.m.  A response is requested by April 15, 2009.

Boonsboro Green Fest

The Boonsboro Recycling Task Force will be hosting the first annual Boonsboro Green Fest on Saturday, May 9, 2009 from 10:00 a.m. to 2:00 p.m. at Shafer Park.
Elected officials and other VIPs will be introduced during a ribbon-cutting ceremony beginning at 11:00 a.m.
The Task Force was created in August 2007 to promote recycling and conservation efforts within the Boonsboro community through service and education.
Green Fest will feature demonstrations, exhibitions and products offered by organizations, businesses and individuals.

A response is requested by April 30, 2009.

Generator Warranty

Fidelity Power Systems submitted a proposal on behalf of the Generator Manufacturer to provide a Kohler 5 Year Comprehensive Warranty.  The original One Year Warranty expires on May 7, 2009.
The 5 Year Comprehensive Warranty coverage period is from May 7, 2008 – May 7, 2013 for a cost of $6,004.00.
The Mayor and Council do not think that the warranty coverage is necessary since the Town is paying for a service and maintenance contract on the generator.

Tree in Front of 106 South Antietam Street

The Mayor and Council have concerns regarding the large tree in front of 106 South Antietam Street.  Residents have complained to the office staff that the tree is dying, and raising the sidewalk causing a dangerous situation.
A lengthy discussion was held regarding the age of the tree, the cost of having the tree removed, and the sidewalk repaired.
The Mayor and Council directed the town clerk to send a letter to the owner of 106 South Antietam Street requesting that the tree be removed, and the sidewalk repaired.

Town Clean Up Date

Town Clean Up will be held on Friday, May 1, 2009 from 8:00 a.m. to 3:00 p.m. and on Saturday, May 2, 2009 from 8:00 a.m. to 12:00 noon.  The dumpster will be at the Funkstown Community Park, and will leave promptly at 3:00 p.m. on Friday, and at 12:00 noon on Saturday.
This is only available to Funkstown residents.  You need to bring proof of identification-driver’s license, water bill.  No tires, batteries, paint cans, explosives, gas tanks, oil tanks, propane tanks, radioactive material, items with Freon, such as refrigerators, air conditioners and dehumidifiers, or medical waste are permitted in the dumpster.  ONLY HOUSEHOLD DEBRIS PLEASE!

Assistant Mayor Paul Crampton, Jr. directed the town clerk to contact the waste collection company to have signs placed on the dumpsters advising that unauthorized dumping is prohibited, and violators will be prosecuted.

Misc

Mr. Tim Rossiter sent an email to the office voicing concern about the one way streets on Poplar Street and Chestnut Street.
Mr. Rossiter questioned spending $26,000 to reconstruct the end of Poplar Street and Chestnut Street.  His suggestion would be to buy paint and put a center line down the last thirty feet, and at the intersection put left and right turn arrows.  The Mayor and Council explained to Mr. Rossiter by reconstructing the ends of the streets will prevent vehicles to turn on the street, and allow the residents in those blocks to be able to come up the street.

Mr. Gail Mongan stated that the Funkstown Lions Club will be holding a Basket Bingo on Sunday, April 19th at 1:00 p.m.  The proceeds will be used to purchase playground equipment for the Funkstown Elementary School.

Councilman John Phillips, III stated that things are coming together for the Re-enactment/Day in the Park scheduled for July 11, 12, 2009.  The re-enactors will be changing the layout of the fight.
The Funkstown Fire Company, Funkstown Lions Club, St. Paul’s Lutheran Church, and the fire police are committed to the event.

Councilman Jerry Walker stated that he walked to the businesses in Funkstown to get their involvement.  The hobby shop would like to put on a remote airplane demo, the antique shop suggested trolley rides, and Y2Knit would like to have someone put on a yarn spinning display.
Gracie’s Place would like to place a banner below the billboard on Frederick Street coming into Funkstown.  Assistant Mayor Paul Crampton, Jr. owns the billboard, and leases it to Advertising Inc., but stated that the banner would not be permissible.

Councilman Kim Ramer questioned if the committee was still going to keep the tradition going, and honor someone.  Councilperson Sharon Chirgott thought that was a good idea.
